Cottonwood City Council meets The Cottonwood City Council held their October meeting on Tuesday, Oct. 15. A conditional use permit was approved for Jessica Bush for a daycare at the former Twins Bar location after a public hearing on the matter. The permit was approved conditional on putting loading and unloading signs at the main entrance and meeting all state codes and licensing requirements for a daycare. Apparently this is not intended to be a permanent location as Bush intends to look into other possible locations. Concerns had been expressed during the public hearing about outdoor playtime and parking access during the hearing. She said they intend to take the youngsters to the park on nice days. A water facility plan for the city was approved after a near hour-long presentation by Adam Rushold of JUB Engineering. This plan reviews the entirety of the city’s system. Ryan Uhlenkott appeared with a new architect’s drawing of the proposed schoolyard development at Lewiston and North Streets and also bordering on School Street. City Attorney Joe Wright outlined the steps Uhlenkott will need to take to get the property re-platted. Ken Bock of Clear Connect was appointed by Mayor Keith Holcomb as the city’s representative to the Broadband Coalition. A hall rent waiver request by the VFW for their Voice of Democracy/Patriot’s Pen awards night was approved by the council. The event is to take place on Nov. 16. A couple of proposed ordinances were tabled due to not being quite ready for approval. In the water report the city pumped 6,194,100 gallons of water and sold 6,020,970 for a net loss of 3.82%. Pat Enneking reported they are replacing water lines below Columbia Grain and in the process found 5 service lines that were leaking with 2 more to go. This area was last worked on as part of the 1980 water project. They replaced the water meter at the Elementary School and are working with the hospital on replacing their meter. They need to be able to reroute the water while the meter is replaced so that the hospital doesn’t lose access during the replacement process. Brett Miller reported they are wrapping up sprinkling for the year at the agriforest. Kristie Holthaus reported the city crew is installing a new culvert system near the Hangout and below Columbia Grain. They are also doing the same for Clark Street. They had to put in an approach for a new house on Clark Street and will go ahead and replace some storm drain in the process. Holthaus said she attended the quarterly West Camas Transportation meeting. Linda Nida reported the splash pad has been winterized with some of the features taken down so they don’t get damaged during the winter. The outside water has been shut off at the Pavilion and the city crew will decided when to winterize the restrooms and close them for the winter. There was no report for the Airport. The fire department had 1 call last month for the power pole fire that knocked out the power in town for awhile. The roof has been installed at the fire station and a new opener has been installed for one of the doors. A temporary gutter was also installed as they see if the drainage was the reason they were getting water on the floor inside. The meeting adjourned at 9:26 p.m. The next regular meeting is set for Tuesday, November 12 at 7 p.m. |
