Cottonwood City Council meets The Cottonwood City Council held their regular March meeting Monday, March 8 with discussion but not much in the way of action. The only item voted on and approved was the FY 2020 Audit. The auditor found no issues and the council voted to accept the audit. The proposed flood ordinance from FEMA was discussed. The council had asked the FEMA representative advocating the changes to visit but they were not in attendance. The 42 pages of the proposed ordinance were shared with council members. Joe Wright didn't want to tell them how to vote but said again that their current ordinance meets state requirements. The proposed ordinance is very comprehensive on administration and it is his feeling it would almost require hiring someone to administer it. Also it has emphasis on “special flood hazard areas” which aren’t indicated on the maps sent with the ordinance. The council tabled this until next meeting. The council also continued discussion on sewer requirements for hooking up to the city. It was suggested to check with other cities and also discuss with the plumbing inspector and plumbers who would need to inspect and do the work. The item was tabled as well. The was no action taken on the surplus bid items as no bids were received. The city can now use other methods to dispose of the items. In reports, Terry Cochran said the two suspects in the rash of burglaries in town have been detained and bond has been set for both. He also reported his daughter Dani will be doing a webinar for the school in association with the DATE program she started. DATE stands for Drug and Alcohol Trends Education. In the water report their was no usage numbers as all usage was estimated due to snow covering the meters. Pat Holthaus reported the bacteria check came back good. In the sewer report Lynn Guyer had Roy Uhlenkott report on the meeting with the DEQ. They are looking at having to build 5 lagoons to handle 75 million gallons. 3 lagoons would be treatment and 2 larger ones for storage. At this point they may be able to fit them into land the city already owns. The only thing said in the street report was that they were plowing snow. There was no land and buildings or airport report. In the fire department report the extrication vehicle went our 4 times. They also had an ambulance assist call and a lifting assist call from the ambulance crew. In the NRCS update, the public scoping period ended with 10 comments submitted, nearly all in favor of the project. The meeting adjourned at 7:33 p.m. The next regular meeting is set for Monday, April 12 at 7 p.m. |
