Cottonwood City Council meets The Cottonwood City Council passed resolutions to raise the water and sewer rates by 3% each at their July meeting Monday, July 12. They also had representatives from Walco, Inc. ask for a 4.9% increase in garbage pickup rates citing their increasing costs. In other business Dodd Snodgrass of CEDA was present to talk about the grant application for the park pavilion project. Brandon Higgins was present representing Wemhoff Architecture and shared a preliminary proposal for the project. They are looking at removing the current restrooms and cabana and putting a larger structure where the cabana is now that would have handicap access restrooms and a much larger covered space. Later in the meeting CEDA was approved to be the grant writer at a cost of $3500. These kind of grants can be worth up to $225,000 and there would be some community match involved either in in-kind value or donations. Architect’s drawings of the proposed facility can be seen on page 4. Serena Lockett was present representing Cottonwood Summerfest and asked about waiving the open container law during the street dance in a designated area. City Attorney Joe Wright pointed out that according to ordinance an application needs to made and then acted upon at a council meeting. The council has a budget hearing on July 26 and an application could be acted upon at that time. She was also asked to meet with police chief Terry Cochran to make sure they are on the same page as to where the boundaries would be. In later action the council approved a catering permit for Summerfest. In reports Cochran reported you can now text message 911 if you are in a situation or location where making a call isn’t possible. In the water report Pat Holthaus reported they pumped 6 million gallons and sold 5.4 million resulting in a 10% loss. Tests came back good. Roy Uhlenkott reported they found a leak near Fred Seubert’s house. Lynn Guyer reported not much new has happened in the sewer department since last month. Uhlenkott reported the infiltration of water into the system has gone way down recently due to the dry conditions. Keith Holcomb reported the mag chloride application is done on the gravel streets and chip sealing is coming up within a month. Linda Nida reported they had just 1 call for the fire department in the past month which was a field fire. In unfinished business Uhlenkott reported they are still working on getting the information together for the sewer pipe, sump pump, etc. requirements which would then be put into ordinance form. Ordinance #254 was read and approved updating the city’s flood ordinance at the request of FEMA. Under new business the council voted to approve the Fiscal Year 2021 amended budget and the Fiscal Year 2022 proposed budget. A budget hearing will be held Monday, July 26, at 7 p.m. The meeting adjourned at 8:54 p.m. The budget hearing is set for Monday, July 26 and the next regular meeting is set for Monday, August 9, at 7 p.m. Above are architest drawings of the proposed new pavilion/rest room facility at the Cottonwood City Park.
